As per option 1 first the Ministry of Home Affairs will release a note to Ministry of Law and Justice. The Law ministry has to clear the note and will send to Central cabinet for approval. After the cabinet approves it would be sent to President and then will be send down to state assembly to pass a resolution from there it again goes up to Parliament to draft a bill and put before the house to get a nod. This entire process would roughly take 215 days.
OPTION 2 Takes 90 Days:
This option will use the First SRC (State Reorganization Commmittee) guidelines to form a new state. If the government decides to take this route the new states will be formed in 90 days from now.
States that were formed using Option 2 is Haryana which was separated from Punjab.
